- 杀人犯黑衣人越狱潜逃，刑警队长阿斯尔展开追捕。黑衣人投靠了香港富商郑富祥，为了替港商寻找一张草原矿藏图，黑衣人接连杀人。这天，他来到龙凤酒吧寻衅闹事，引出经理赵丽，黑衣人从赵丽身上搜出图纸的一半。阿斯尔赶来时，黑衣人已离去。从服务员口中，阿斯尔了解到赵丽与龙凤公司董事长崔礼关系暧昧，并发现崔礼利用职权和郑富祥正在做一笔转让白音塔拉草原15年使用权的交易。为什么他们肯出百万高价购置一片沙化草场呢？...
有点黑色电影的味道，开放程度比八十年代初大，对场面、动作和视听的娱乐化处理要弱于叙事，故事太沉闷，缺少悬念和波折
